You are flooding these forums with questions that can be easily answered by google, and will be explained by any book. If you want to learn, buy a book. These forums are better used when you have some basic knowledge, to understand our answers.

A master page is a template for content that is the same on many pages.

A master page is a template page. the same template/design will automatically comes to all the child pages. It is similar as master slide in powerpoint.

There are some applications/website where you will find that whatever page you visit some part of the page like header or footer etc.) always present.
