How to do text-to-speech conversion in windows phone 7?

For a project I want to perform text-to-speech conversion and vice-versa. I am unable to get a well descriptive surface to start with ad perform this functionality for the Windows Phone.
It would be kind of yours for your prompt and early reply.

Perhaps you can edit your question to something approaching a question along with what you have tried to do and what errors you are getting. "a well descriptive surface to start with ad perform" makes no sense at all. If you need to avail yourself of the google translation service to compose your question, I would encourage you to do so.
