I want to develop billing software for my client for a park.
Anybody, please give suggestions for this task

Have a look at ToDoList 8.0 - An Effective and Flexible Way to Keep on Top of Your Tasks[^]
It is a TDL for programmer which include a system to record time spend by project.
Once time spend is gathered, billing should not be too complicated.

Have clear requirements, specifications/scope for each of them. Start with basic and build on top of it gradually.
