sql server and .net frame work with win 8

go to windows update option in control panel and update latest window.

.NET Frameworks, in their major versions, can be installed side by side.
The fact is that .NET 3.5 is not installed by default in Windows 8.

You can try to :
- go to Control Pannel -> Programs & Features
- in the left part of the window, there should be something like 'Activate or deactivate Windows features'
- if .NET Framework is in the list, simply check the box in front of it ; otherwise, you'll have to download it from MS (Google should tell you where in few seconds) and install it.
- you may have to reboot / update a couple of times in the process.

when trying to setup sql 64 message appear said
"SQL Server setup media does not support the language of the OS or does not have ENU localized files. Use the matching language-specific SQL Server media or change the OS locale through control panel.
"
i tried change languge of my pc to english united state but still having the errot
could any one help me ?
