I want to send 1lacks mail per day through the webmail but the condition is that the domain name should not black listed.

How to do this.

A domain will only become blacklisted if there are messages reported as SPAM by the end users.

Stick to opt-in mailings is the safest options. or use a mailing service that has users who have opted in, the messages will be then targeted based on what the end users areas of interest are.

Don't go sending random spam, you will only become hated.
