Facebook-like image cropping tool for C#?

I want to resize avatars uploaded by users to the database in my program. What I need here is to force users to resize their avatar to specified dimension, to be a square of any size, like 200x200 or 250x250, this had to be like a component provided to users so they can crop and select a portion of the original avatar, as they wish. Is there any solutions?
