ASP.Net Audio or Video recorder control

I have the below requirement for an Audio or Video recorder control,

1.Press a button to start recording
2.Record what I'm saying through my comp's built in microphone/camera either audio or video.
3.Save the file as a .wav or some other popular sound/video file and save to SQL database.
4.Play the audio/video which is already saved

How we can achieve these using ASP.Net , if possible?
