Your requirement is far from trivial. What kind of answer do you expect or hope for?

The coding of this is 0.001% of your problem. You need to contact whoever agency handles this information in your own specific location and ask them if there is an api of sorts you can use. It could be that you're not allowed access to this data at all, it could be you have to be a certain type of company to access it, it could be you can access it if you pay them a lot of money, it could be that there is no restriction to this data at all. However it all depends on what legal jurisdiction you are operating in.

Solution 1

Use motion detection api top capture still image of car as it passes (or use infra-red detector or similar, to trigger still image)

email the image to yourself

look at the picture. Type the details into an entry form (rego, colour etc.)

job done.
