It's complicated. So we reached out to legal experts for some definitive answers. We’re all just borrowing the code
But figuring it out is going to make many lawyers a load of money.

Each file of code on earth is just a permutation of the following three:
1. Keywords, which are language-dependent.
2. Variable names are made of the alphabets a-z, A-Z, 0-9.
3. Symbols like !@#$%^&*()-={}[]\|~";:,<>.
So, it can be argued that no code is indeed original.

That is true for books, as well. Just add more symbols for the words.
Nevertheless, copyright exists. Ignoring it can cost major money.

Long back, had heard a quote from a famous lexicographer that "All authors use words from my dictionary, so nothing is original, just some permutation of words there". So, just extended it to code.

We had our first test last week. One survey, with 55k responses indicated that 45% had not received the message. Another source said that 35% of iPhones, 61% of Androids, have a too old OS to receive the messages. That seems to roughly match 45% from that first survey.
I guess lots of those who have not updated their OS, can not upgrade their OS. I've got a fairly new Samsung, bought early spring 2016, but OS updates haven't been available for years. So it seems like I will never get these emergency warnings. Unless they pass a law mandating smartphone update at least every 3 years, or something like that.

Or they could pass a regulation that applied to the government - use the oldest version of Android that will cover 99% of the phones. Google publishes this information for free to developers.

The model is still only a research project, but Meta says can generate speech in six languages from samples as short as two seconds and could be used for “natural, authentic” translation in the future, among other things. That didn’t stop them from releasing Facebook
