According to the article languages at Wikipedia[^] it seems to be a device used more often in Nothern Europe.
The German entry even has a "Handling" section. Quite funny for me as German because the device can be found in every market here.

I am 43 years old, and have been living in the U.S. all those years (east & west coast), and I have never, ever, seen one that blinks. That is amazingly silly. Thanks for posting.

How do you know? It could be that you have seen one but you were blinking in sync with it.

Why? It's wonderful stuff, provided one of two conditions apply:
1) It arrives early Christmas Morning, and has all melted by Boxing Day,
Or
2) It occurs to people a considerable distance away.
Both is also fine.
Bad command or file name. Bad, bad command! Sit! Stay! Staaaay...
