I had the same problem with drivers. I can't get any USB ports to work, other than mouse & keyboard. I'm using my new PC as a server, and II remote in anyway, so I can live with USB ports for now.
If it's not broken, fix it until it is

I got almost all drivers working now. My USB 2.0 ports work fine, the two 3.0 ports aren't working yet. Getting closer

We hired this contract employee that refuses to do any work.
He says we've not given him the data he needs.
The really annoying thing is that he insists on charging us for 'waisted' time.
After the meeting I was going to confront him but he was out the door in a flash.
I tried to follow him but while I was crossing the street he ducked into an alley or a pub.
I think the fellow is an alcoholic trying to rip us off.
Any suggestions?

Pay the invoice.
Twice.

I'll admit that is rather unconventional advice.
We've never tried that before - it's worth a shot (1).
NOTES
------------------------------------------------------------
1: Shot as in 'attempt', not a shot as in '1 oz. of whiskey'.

Shot could also refer to Vodka, Gin and Run. I'd try all options.

Shot could also refer to a gunshot

Change your company location overnight, so he will not find you anymore tomorrow.

Should I do that before or after I pay the invoice twice?

After. Send cheque then you can go.

Pay him and Let him go (Pay and Terminate the contract).
I understand he didn't do any work till now, But then that was the problem from your side also, you didn't monitor his work. Your company and His manager should have known this in first few days. And if it's only few days since he is in, then this chance every company takes while hiring a contract / permanent employee.
Shoot him! NOW!!! above the waist...

Perhaps you should check into his past. You might have grounds for terminating the contract if you find he travels to Eastern Europe a lot or has a habit of posting messages on the Internet while intoxicated.

What does the contract states? Does he really have all the data/information he needs ?
