The uri may look something like : http://jack for the entire jack server. You might also have a look at the documentation of the right version of the browser for the correct configuration.

I don't think you can programmatically set the user settings as it should belong to the user. If it's possible, then IMO there must be a hole of security there. Would you want a web page to change your configurations in your machine when you launch it in the browser?
