Your requested was considered in the lower house of representatives and a vote was taken in favor of it.
Let me just fine a minute to do it (hopefully not too far)

Seeing as how every page has this on it:

I'm going to go out on a limb and say 1999.

So, after postponing the deadline for about 1.5 years, I finally had to switch my laptop at work.
So far, I had an HP Elitebook 2540p, which is by far the best laptop I have ever had. lighweight, powerful, robust, could handle docking/undocking and hibernating several hundred times before crashing, survived about 6 hours without power even after 3 years of intensive use, could handle all my funny experimentations with networking (switching from home network to work network to wireless to VPN to home ...), could even get by with some fancy external power supply if I forgot mine at home or in a meeting room. To cut a long story short, you now understand why I resisted the necessity of the scheduled maintenance change policy of my company.
Eventually, got a lenovo as a replacement. Starts with a big minus (which is a killer when I look for private laptops) : the fn key on the bottom left, instead of the ctrl key. When you constantly have to swtich between desktop and laptop, this is a PITA. Why on earth would someone put that more than useless key in such a critical place ???? You elephanting keyboard designers ever used a laptop in the past ?
[EDIT] There is a BIOS option to swap the keys. It works, but... a BIOS option ? Isn't that just a sign that this is an unfeature ?
Second one : proprietary rectangular connector for the power supply ? why ? WHY ? Why did you have the need of going from easy-to-plug half-universal round connectors to something rectangular !!! DO you guys ever used a usb port ? And turned the usb connector several times upside down until it finally fits in the hole ? Now imagine that with the power supply ? How many times will it survive it being put upside down ???
A fun fact: The power converter 220V->12V has been reduced in size and weight, but it seems that they run out of place to write all the logos and warnings on it, so they are all just packed in random places (sorry, no time to put a picture to illustrate what I mean)... This looks the same as a lego car for which I'd asked my 4-year-old daughter to put the stickers on it by herself...
So already two negative points, and I haven't switched the thing on... Bloody monday...
*Going for google to see how to switch fn and ctrl key *

Pretty minor gripes I'd have thought. Yes, flip the Fn in the BIOS and you'll never need again. As for the rectangular port - that is clearly done to allow for a more shallow socket and slimmer laptop. It works either way round so I don't see the problem.
The shallowness does have an inconvenience on my yoga pro though, no room for a network socket so always stuck on WIFI.

Why should I be the one to do that ? How does the average laptop user, who today does not even know what BIOS is and that you can set it up, do it ? Why is this not a standard that desktop and laptop are designed similarly ?

I'm inclined to agree with you - I would prefer function keys to be function keys.
For those who don't use anything sophisticated though (VS for example), they probably never use them and this is most people.
Looking at my keyboard (Desktop), the function keys are primarily labelled according to their non-F function (Help/Undo/Redo/New/Open etc...), their numbers on the front of the key not the top.
That I would suggest is a Windows thing, and the laptop is just following convention.

Rob Philpott.

Step two is to check if you can swap the physical keys too. They usually unsnap pretty easily. The question is if they are the same size?
|
|
|
|
|
Nope, they are not the same size. They would have been if I had not had the need to swap them, thank you Murphy. I'll go with tipp-ex.
The keyboard layout is actually pretty lame : here some pictures[^] : the touchpad is taking about half of the size, which is completely oversized. Right-click is only possible when you hit the top right of the touchpad, the rest (including bottom right) is a left click. That thing is so big, that when reaching for top right with your thumb will just cause you to bottom-right click with the pulp of the base of your thumb.

My next will have to have a touch screen. I spend so much time using tablets and phones that I've taken to tapping my laptop screen and cursing when nothing happens.
