I see it has performance collection tools. Anybody use this toolset?

You can get VS2013 Community Edition (which is the same as the standard version of VS2013, except in its license) for free from Microsoft.

It's for private use or small teams < 5 persons. Basically all the same features as 2013 Professional.
You can use it for commercial purposes.
