It has nothing to do with your eyes (not certainly anyway)...
Ever saw fish just under the shining surface of the lake? Try to take a picture of it and find the fish there...
Eye and camera 'see' differently (That's why a self driving car can be fooled about red-green lights with simple sticks that human eye-brain easily ignore)...
Plus the photo is a very low quality...
