Your logic appears not to work in this universe, because:
• It's illegal.
• It wouldn't work, because people who want a quick buck would quite happily go through the store multiple times.
• It would actually encourage people to hoard the stuff, to sell it off when single packs run out (because they've bought them all to hoard them).

While herd immunity (which I'm guessing is what you're getting at) is a positive, a vaccine is generally how you want to create an immunity. Dead people have no use for immunity. And once a vaccine is created, having had COVID-19 for the purpose of building up immunity is a moot point and was an unnecessary risk.
My 2 cents at least. I'm not a virologist/pathologist.

Corona virus has been around forever (this strain might be new) but it will not be eradicated, from what I understand, it will always be with us. So, everyone will be exposed to it at some point. And you'll be worse if your immune system is weaker when you are exposed.

I've tried to ask about this in Norwegian fora - "What help is antibacteria measures to figtht virus infections?" Instead of giving decent answers, I was immedeiately accused of belonging in the anti-vaccine crowd, accused of spreading medical desinformation, feeding conspiration thoughts, blaming the health oficcials for having hidden agendas. I was told that I had a paranoia so bad that I should seek professional help. And all of this came from a person claiming to be a certified doctor! (supported by a lot of medically unqualified people who simply found it appropriate to support this doctor turning me down that way)
A side track to this discussion lead into measels: When I was a kid, there was no vaccine agaist it. We knew that catching it as an adult could be dagerous; immunizing yourself by getting it as a kid was a good thing. So we visited classmates who had caught the measels "to get over with it". Appearently, the Norwegian population was quite resistant to measels: The official registers tell that half of the population caugt it (I suspect that at lot of cases were never included in these statistics - why would anyone report to the authority that I had cought measels? I doubt that is was counted in). The mortality rate was in the range of 0,02 to 0,03% - I haven't been able to find out how may of those were adults, but I suspect (that is what we were told as kids!) that most of those who had serious effects of it were adults.
Did I recive a storm of cries when I told that! Trying to get measels just to build immunity was completely senseless! (Even considering that we had no vaccine available!) I was questioned whether I also searched up polio infection and other similar diseases in the same way.
Note: I am not at all suggesting that you should go out at catch corona to build immunity against it! Not at all! All I question is: Which measures are effective? Are really antibacterial measures against corona effective? If they maybe are not, or only marginally, why are we pushing them that hard? If they have no or almost no effect, could they have negative effects, similar to the overuse of antibiotics in hospitals?
This is related to your comment about overuse of hand sanitizer weakiening the immune system. I pointed out the problem of "hospital bacteria"- but was met with a storm of "but that is bactieria, not virus such as the corona! But I was told in a strict voice that hospital bactieria are not caused by overuse of antibac, but by overuse of antibiotics - so there is no reason whatsoever to ever be critical to antibac!
These ar questions that cannot be asked in the present situation, at least not in the Norwegian public. If you make any interroogative question to any public directive, then you are An Enemy of the People. (Ref. Ibsen - actually, it is one of his better plays.)
All in all: I was told very firmly to never question the orders of the health authorities, no matter no they mismatch with what you have learened previously. You just shut up and do what we tell you to, without any questions whatsoevever!
I certainly do not belong in the "alternative medicine" group. I certainly am not negative to vaccinations. But when certified doctors tell me that I am paranoid and need qualified help, just because I make a question about why antibacterial treatment is recommended agains a virus (and a great crowd follows up with as "Crucify! Crucify!"), that makes it a lot easier to understand that people seek towards alternative movements where you are welcomed rather than condemned, and your concerns are answered in some way - maybe completey crazy ways, but they are not rejeced as paranoid and subversive, the way I experienced.
I do not plan to join alternatve movements, but I have learnt to be obedient, to shut up and not ask any questions to the medical establishment that they may feel threatening to their position in a period of crisis. Maybe not at all.

Last Wednesday my wife decided that from now on only those who actually do work in the warehouse will work from there, and others - including her - will work from home...
So we installed some cameras (both at the warehouse and home) to help communication with those at home and cramped in a table to set up a home-office to her...
At Thursday evening PM announced that schools are closed for now - so wife can not work as kids are home...
At Friday morning they checked my body-tempreture before allowed to entering supermarket to buy some food - there was almost nothing there...
Today I hope I can go to work - otherwise I will go nuts...

Here was friday morning... My wife works in the health system, so she needs to continue as long as they can. I am more or less forced to make home office / vacations / extra hours reduce for the next 5 weeks, take care of the kids and work in the afternoon / evening when she is back home.

Yes, I know... and when did I say something different making it worth for you to start this?
I am forced to stay at home and take care of the kids, I already have infected people in my social circle and my wife is more at risk than you and me together, but she still goes to work to help other people.
My mother passed away in November due to another illness, but if she were alife alive, she would very probably be a victim of CV because she was damned weak.
But I still try to continue living my life as good as I can, that is what I told you in that message.
