You can find it under "Ease of Access", or just enter "cursor" in "Find a setting" to search for it.

Great! I just started to use it.
Easy to find the cursor. Some times I used the thick cursor, but this has the problem that it could be confused with "Insert Mode". This one is much better.

Seems like it depends on the individual application on whether or not this feature works. Maybe they aren't using the built-in system cursor?

They are mostly pretty old, or pretty ... um ... rubbish, but there are some "oldie but goodie" ones in there. And they cost nothing, so that's a good price!
