I'll betray my age here, but I seem to remember a major simulation program for the USAF started in the middle 1960's and never completed, and was still drawing in >$10M contracts for updates and technology changes in the mid 1980's. IIRC it was supposed to the the mother of all aerospace simulators. It would not surprise me to find it's still a thing.
