As I understand it, you would need the private key. The perp only sends you the public key.
I got the same message. I told them I would like a copy of the pictures for my album.
I think the hacking into the coins for that pipeline episode involved getting someone to provide the private key.

If he changed possible to practical the answer would be no. Claiming "anything can be hacked" is fairly nonsensical as the heat death of the universe may arrive before anyone would bother.

more than likely you don't need to hack the bitcoin wallet. Just the persons own computer where he probably stored the private key in a notepad file since he probably cannot remember it anyway.
