I'm going to say that it was because the other options available for Googler's were C/C++ (too low level for much of their work), Java ('nuff said), or Python (fuzzy typing/etc didn't scale well to large projects).

Although Microsoft regularly adds enhancements to Excel, it occasionally removes some too. But they left the hacking targets in because those are high usage
I thought there were a fair number of people using the Money features. I guess they all aged out (or they're still using Excel 2000)
