No. He's only demanding hybrid work. In a normal office job 40h/week would be full time. SpaceX and Tesla have extreme workaholic cultures for their professional staff, 40 hours/week is only 55-70% of what the true believer masochists at those companies work. Depending on how early they arrive/late they stay this is only a mandate to be in the office for 3 or 4 of the 6ish days/week they're working.
