IT depends.

A Silverlight application developed in .Net will need a subset of the framework to be installed on the client (taken care of by the browser).

A .Net application will need the full framework installed on the client.

An ASP.Net application will need .Net on the server.

it's a c#.Net project.
For WinForms and C# as you set in your tags no software requirements besides VS2010.
Hardware: (P4 with 512RAM) Minimun
