Solution 2

Use folder structure to store PDF file. it is easy to maintain and you can easily access it for further use.

You can store PDF file in database but it is in terms of Array of BYTES.
The disadvantage of storing PDF file is database is, it is very Scary to fetch the BYTE array from database and write it to PDF file.

My 5! :) Couple of more points.
1) Extra Database connections.
2) In Directory based approach File will be available even if Database Server is down.
