foreign key doesn't incorporates in table

hello,

i have made an employee database, it contains two tables, the first table contains two constraints where each constraint is a primary key, i wanna to incorporate one of primarily enlisted primary key constraint of the first table into another table. i have tried to solve it but every time an error occurs. i have searched various sites on net but it all goes in vein...

can u help me as soon as possible???
