plz help me how to create Urdu List Box , Urdu Combo Box
any other 3rd party activeX available for it....?

Who told you .NET needs ActiveX?
To get more detailed answer, tag your application type of UI library: WPF? Forms? Silverlight? ASP.NET?
Or, provide a full type name for ListBox or ComboBox -- every time you ask a question like that.

You never need any ActiveX. You don't need anything special at all. By its nature, .NET supports Unicode and nothing else. And Urdu script is so popular, that it is supported on nearly all modern systems by default.

If you want to support alternative cultures for the same application, you need to look for Globalization and then for Localization. I'm not giving you exact links on this topic just because you did not report your application type — please see my comment to the answer.
