Sorry, there's just not enough information here to answer usefully.

1. What DB server, SQL Server, MySQL, ... ?
2. Do you want to have your own user/group managed in the DB, or use the built-in facilities to manage these?

If you specify your question with greater clarity, hopefully you'll get some useful pointers.

i wanted to create db to maintain user and group access on resources.

i have a requirement where i have users as groups and security required on resources which are also can be identified as group of resources.
