Lack of action plan in framing a website

Guys, i have a serious problem in developing my site.
Its the lack of an action plan, due to which i don't know
which way to go.

I am an undergraduate kid, and developed some serious applications
in C#.net and android. But as far as web-development is concerned,
i own php,HTML5,CSS,JS(Jquery and ajax).

Please help me with steps which i can follow religiously and
arrive at some point. I have already decided the goal and target
audience.

Atleast, let me know places where i can refer.

I feel now..my web designing..was a crap before it,
