how can I find out that a file is setup application(program) ?

for example how can I find out that "C:\FoderA\setup.exe" is a setup program ?

Any programming language can help me .

I doubt it very much, but you could look at a few setup files in a hex editor and see if they have some sort of common signature.

I believe you cannot. What is the difference between a 'setup application' and a 'standard one'?
You may possibly find that some applications are NOT setup ones, but proving the opposite (for any setup app) looks impossible to me.
