Requirement:
Versioning Manager – Create your own versioning system for code files. Users are forced to check out
items and lock items during reading and writing so that a group of programmers are not accidentally
overwriting code files on one another.

Are you thinking about source safe or Team Foundation server (TFS) ?

We do not do your homework: it is set for a reason. It is there so that you think about what you have been told, and try to understand it. It is also there so that your tutor can identify areas where you are weak, and focus more attention on remedial action.

Try it yourself, you may find it is not as difficult as you think!

If you get stuck on a specific problem with the project then ask about that: but just posting your homework question and saying "Hope, I Will Receive Some Suggest" will not get you anywhere.
