Sure, You can run Apps from WinOS in Android using emulator.

I am using "Winlator" from winlator.org

Just add a new container, run the container and in start menu install Wine Mono...

After that you can run any .NET apps in Android... And it works...

Yes, it's possible - sort of.

But at a cost: Xamerin[^] - and it's per year as well! :OMG:
