The lazy people would be tempted to take more and more time off, eventually leading to their termination for pure lack of performance. Maybe this is actually a honey-trap for the lazy.

I think that is the main idea behind this scheme. Lazy people will overdose these type of vacations and become fired automatically ! while hard worker ones will take its benefits.
