Microsoft has added a new feature to the Feedback Hub that allows Windows Insiders to assign a severity level to a bug report so that severe problems are not missed by Microsoft.
Now when Windows 10 Insiders submit a bug using the Feedback Hub, they are able to assign an a severity level describing how much the problem impacts the user's experience. This impact level can range from "Minor issue" to "Broken or unusable experience" as shown below.
This feature is being added after numerous Feedback Hub submissions were not taken seriously or overlooked by Microsoft and led to a serious bug in the Windows 10 October 2018 Update that caused user's files to be deleted. This led to Microsoft pulling the October 2018 update until a fixed update was released to testers in the Windows Insider program.
By assigning a severity level, it will make it easier for Microsoft to spot high severity issues.
"We believe this will allow us to better monitor the most impactful issues even when feedback volume is low," Microsoft stated in an announcement of this feature. "To get this to customers as quickly as possible, we have enabled this feature in English only. The team is working to bring it to more languages soon."
As a side note, this file deletion bug also exists in the latest Windows 10 Insider Build 18252, which was released before Microsoft found and fixed the issue. Therefore, if you are planning on upgrading to this Insider build, you may want to wait until the next version is released.

I don't think it's enough. It counts on user's responsibility and ability to figure out severity level. It's an improvement, but It's not very objective. You know, your problem is always 5 of 5, right? I'd add drop down menu with the bug impact on OS. MS should also implement keyword filter for the most severe problems (words like cannot boot, Windows won't start, files, deleted and so on).
