constexpr CRC32 using user-defined literal

CRC32 using user-defined literal.

Introduction

This tip is about compile time CRC32 calculation. Sometimes we need a to use a CRC for checking a static password or anything else, and write: 

C++
unsigned int my_password_crc = 0xDEADBEEF; // CRC of MyPassword  

This trick helps with this!

Background 

C++11 is required.

Using the code
