You are storing a Unicode string instead of an integer. The data should be a DWORD containing either 0 or 1, like:
C++
DWORD data = 0;

LONG setRes = RegSetValueEx (hKey, value, 0, REG_DWORD, (LPBYTE)&data, sizeof data);
