I think you have not looked at the updated solution please refer the solution and make changes accordingly.

i think the code may not be correct. please show the code to get the lastinserted id. when you use max(ID) it will return the lastinserted id only.

Next time when you run you increment the inserted id value by 1. It wont make duplicate.

At first time when you execute the value will either be null or empty then you assign the default value to the insertedid. Next time it will get the last inserted id and you can increment with 1.

I would suggest you make the LblURS.Text to Lower case and compare the values with the Lower
case as if (LblMN.Text.ToLower() == "incident") either you make as lower or upper. But both should in same case.

It depends on the value the string holds.If it contains int value you can convert to integer using convert.ToInt() else you can use int.Tryparse to make the same it will not throw error even if it contains some string values.

You have given the forloop only to save images. In addition to that you must also take all the image's names to store in the database from the httpFileCollection. But I dont think you are taking it and storing in database. Only one file name is stored once forloop is complicated. What do you mean by last value? Is that the last record inserted in the database table or something else?

Check the conditions you provide in the where clause matches the first row to be selected if it does not probably it will not return the first row.
