size of encoded image depends by its content, same quality on diffrent image leads to diffrent sizes. so algorithm is not yet calibrated on resulting image size..

it seems a dependency problem, each dll you import themself import other dlls that you dont know. Your two system have different dll. Try with a dependency walker to see which are lost dll

Try first to temporary put your dll in windows/system directory. if ok rebuild your project giving it appropriate defs to find dll. You can find it in Project/Properties

Sorry, youre right... use an ActiveX serial comm control, there's a lot, also free... then you use it like any other control, you place it in the form from controls window.. the you manage it by code, is quite simple..
