Hello Peter, I would recommend (or use myself) the Math library for such formulas or pseudo-representation of algorithms (or this Big O notation). That looks a lot cleaner as compared to Segoe based text. Also, in monospace there is no super or subscript, so I won't consider using it as it won't make any sense either.
I know my technical blog been downvoted by a high voting member's level. I respect that decision. But, can whoever downvoted it, please provide some guidance on what the problem was and how I can improve it? Please give me a chance to learn for my mistake.

I don't think it's a good idea. People will really scrutinize what you posted and how you posted it. If a blog entry came through that even seemed promotional of your blog and went live before you could change it, I have no doubt you would get reported and the fact that your name was your blog name would do you no favors.

Ideally, My articles will talk around development and deploy enterprise application using angular + WebApi. Each isolated topic, I prefer was in article. So reader can easier to focus on one-by-one.
Yes, For future post, I will consider merging some small article to larger. Hope this make reader happier.

Please understand that I'd ask you to reconsider your existing series as well. Your articles have been reported many, many times by the members. What's worse is that you're a successful author that can get by posting articles like this, but it encourages authors with less ability and skill to post similarly styled articles because they think if you can do it and be successful, they can too.

I remember some one already remind me about this and I create as tip/trick rather than article.
Then some others converted them into article.
I understand the problem. I will consider to add more content or merge article together.
Hope I can transfer more information to reader in nice structure of articles.
1. I delete the *.zip files from the article
2. I upload my new *.zip files
3. Sometimes when I test on the preview, It tells me that the files are deleted.
4. I go back to the article and I find that my *.zip are duplicated. The old *.zip files re-appear in gray.
5. I re-delete the old *.zip files and test on the preview again. Everything seems to be working fine.
6. I save the article and test again. Everything seems to be working fine.
7. I publish the article. When the article is approved, I test the download links and sometimes I get this error.
When you delete the files you're going to get "file not found" errors. Omit Step 1.

This sounds like we need to improve the UI.
What happens is that when you upload new files to an article it keeps the old files and stores the new files under the /working directly. Your new version of your article will point to the /working files, and your current (published) version will point to the existing files. When you delete the files before uploading you're deleting the files from the current version (hence no one can download), but your new uploaded files are available for your new version (which won't be public until it's reviewed by high rep members).
The greyed out files in the list refer to files that you will be replacing with the new uploads you've just added.

For now, please don't delete anything. Just upload the new files and publish normally.
