I am also getting same error. Oracle database in win2008 server, the application is developed in win7 64 bit machine with oracle client in VS 2010. when i move published application to server. i'm getting the same error. i changed enable 32bit application to true also. but still i'm getting same error. there is no problem with oracle listner. bcos other application are running well.

The error message says :

in this case, you need to add this particular dll to your project, make sure that you are using the correct version.
You can simply right click on project --> Add reference -- > .net
