You don't need open source much, because you don't need any 3-rd party library. It's here, in Microsoft FCL:
http://msdn.microsoft.com/en-us/library/microsoft.win32.systemevents.aspx[^].

Of course, you might need something else, then ask about it or search by yourself. But in this case, you should be more specific.
