I Want to create an application which will be run in an organisation where all PCs will be connected on the LAN and everybody can use this application to send files over the LAN network.

You can simply use a common drive where all file you want to store. Then make a simple web application to upload the files to the directory.May be you need help of the system engineer to configure.don't forget to give read/write permission of the directory.
