menu strips automatically come with tool tips, to find them click on the menu-item and to the objects property and somewhere at the bottom is the option tool-tip insert your text there.
Another way to do this with other items is such as buttons is to open the toolbars at your upper left corner of the screen, then look for the tool-tip, and insert it; then click on your button or whatever object you want and in the property's of the object should be a new option of tooltip; insert your message you want there.
