Will projects developed on .net framework 4.5 or 4.5.1 work on .net framework 4. If not then how to target both .net framework 4.0 and 4.5 or 4.5.1

Isn't the answer obvious? Just think at how programming could work if it was possible. Imagined the possible nightmare? .NET would have been blocked for further development (as anything at all).

To target versions v4.0 and above then compile to v4.0 and it will work on the newer versions.

Again, can you think at it a bit..? In fact, there is also a deprecation mechanism, which is also pretty obvious. Just read about it.
But first of all, think how the life would look like without backward compatibility...
