You need to use a merged dictionary. Here's one from one I'm working on right now:

  x:Class="Goldlight.SampleApplication.App"

  xmlns:x="http://schemas.microsoft.com/winfx/2006/xaml"

      <ResourceDictionary.MergedDictionaries>
        <ResourceDictionary Source="Themes/BureauBlue/Theme.xaml"/>
        <ResourceDictionary Source="Goldlight.Resources.xaml"/>
      </ResourceDictionary.MergedDictionaries>
    </ResourceDictionary>
  </Application.Resources>
</Application>
