This[^] article that's at the moment in the approval queue is linking its downloads to Codeplex.
Is there a general consensus on whether it's ok to have the downloads somewhere else?

There's an option to flag the article as "Needs Help -> Images/downloads are offsite". However, I personally don't see a problem with using well-known sites like CodePlex or GitHub to host the code.

There is a preference to put code in CP, however articles sometimes are about code already written and public on some repository so it is acceptable to put link to external site...

I have to agree with Manfred here - I can't see the abuse particularly.
If there was a pattern of answering which would indicate sockpuppetry or other rep boosting going on, maybe. But at the moment a quick look says these are just basic questions. Without sources for each one (and some idea what advantage he gains from copied stupid questions) I can't see a good reason to vote him off the site.

This[^] member for almost 8 years, after writing articles and answering questions in QA with apparently legitimate answers suddenly starts posting blatant spam, here[^]. Seems kind of odd to me.

I've seen it before: member's accounts get hacked, or someone guess their password, or maybe someone doesn't sign out when using a public computer.
