The thing is, there isn't a question there - all there is, is a link to pricing info from Shanghai and some vague "help me with my project". But he's been here a month, and logged in a few times (from his participation graph) so it could be genuine, and he just isn't good at asking questions.
So, I haven't voted for spam yet...what do you think?

It is, and the account has already been nuked. CSS is a well known trash persona. I seriously doubt this was the original CSS as the command of the English language was greater, but whoever it was, that account is gone.
