I take the risk to sound like RyanDev this time... one thing is if you want to be involved or not, another thing is if he broke the rules to be reported.
He is going to be nuked, and I am not going to miss him/her. But the point is... this time, the report is/was not legitimated by the rules.
Said that... I won't continue with the "discussion", because it can get too long and I am too lazy to type more about it

Even if he was looking for some help (with software creation, not the kind he appears to need), he could have worded it better. 
I don't think he was asking a serious question, smells more like spam to me.
