I just came here to snark the same. Since at the point the article was written the author was pulling from the libraries development source and noted that the API was still undergoing significant improvement, I think the answer to that question is "probably".

Starting at $499, it’s the most powerful Surface that doesn’t have “Pro” in its name. I guess RT is no more (would be nice if they announced it though)

 It was going to be great, I just knew it would be A solid 4th place contender for tablet OSes. Maybe 5th - behind Etch-a-sketch.

I'd love to know how it performs. Carrying one of them around airports (and not taking it out at security!) beats a laptop.

I'm a little worried that it only has an Atom. Not sure how that will deal with Windows 10 (or 8.1). I'm guessing browsing would be OK, but VS might be iffy. I am getting curious though, and that's a step up from previous Surfaces (Surfi?)

The biggest issue for me is the 128GB cap. I lived with that on my Macbook for a couple of years but had to bust out and go bigger.
But yes - Atom would make life leisurely. And I'm guessing you'd need gloves to hold the thing after hitting VS hard (though Roslyn may mean this is less of an issue)
Close, but maybe next year.
