Surely a "great" developer can write great code in any language. If you write mediocre code in Java you're only going to write the same mediocre code in C# (or whatever).

I vaguely recall they had a "software engineering" program at university when I was there. How it differed from the CS department I don't know. But yeah, I agree with you.
I've also met "Systems Engineers". I've never been terribly clear on what they do, either. From the outside, they seem like efficiency experts (possibly with iron rings).

Relationships with Project Managers can be a bit controversial from time to time: we as developers are very prone to complain about them. "Project management is one of those applications that everyone knows someone else should be using."

A variant of the Power Worm ransomware is infecting computers, encrypting their data files, and throwing away the encryption key, all because of an error in the malware's programming. Do they offer a rebate on the ransom then?

AIUI most of them do let you have a few files for free to prove they can get your stuff back. If you can figure out how to buy a bitcoin before their deadline runs out anyway.
