Basically me, in fact for the rough stuff (detection algorithms, complex timings, refactoring/redesign of big chunks of the product) I usually turn off the monitor and take pens and paper - lots of both.

While I don't agree with the premise, it does give me pause to think.
Since this official was American, I will use the U.S. as the area of interest.
If someone desires to physical enter the U.S., the must provide documentation - passport or some other form of ID. If I want to have a package physically sent across the border, it is subject to customs inspection.
However, a digital package is not subject to the same potential scrutiny.
So, what would happen if all electronic communication originating outside of the U.S. and being sent to the U.S. was required to have an electronic signature, verifiable, of whom the sender was?
