Have to agree that Microsoft is stupid. The Windows team has been self destructive. I remember with the IBM PC team managed to get management to forbid building pcs with the PowerPC which was being built by IBM in cooperation with Motorola. Look what happened to them. Sold to Chinese company.
The Windows team should have put a lot of effort into getting an OS that would support Visual Studio applications to run on PDAs when it could use that as a jump on the rest of the market when the smart phone took over.

Now a little over a month later, those rumors have been confirmed, and PowerShell has officially appeared on GitHub for Windows, Linux and MacOS.
