Depends on how many glasses he's had. Otherwise, I'd say he's just been framed.

So got a coupe of Dell Latitude E7240's, one's a standard and the other is the ultrabook. Only difference is the Ultrabook has a 1920x1080 screen. Both 17-4600, DDR3 mSATA SSD's.
Setup the standard first. Powered on, checked Windows 10 activated, pit in new SSD, extra RAM, setup UEFI, Secure Boot, TPM and installed Windows 10 Pro 1803. Windows activated software installed happily running away.
Setup the Ultrabook without really looking at the activation but pretty sure it was. Put in SSD that may have already had Windows 10 installed from another Dell, new RAM and setup UEFI, Secure Boot, TPM then think I turned on laptop without putting in installation USB.
So Windows launches no issues, no driver problems but find Windows won't activate.slmgr.vbs is no use, Troubleshooting wants me to login to Microsoft Account (rather suck a dog off), Google hasn't helped and ProduKey says I don't have an OEM BIOS Key and the installed key doesn't exist but is the Default Windows 10 Pro key VK7JG-NPHTM-C97JM-9MPGT-3V66T.
I've since reinstalled and it is the same issue. I get 0xC004C003 The activation server determined the specified key is blocked...
Any ideas? Don't want to call Microsoft tonight, will do tomorrow if I have too but that will only be painful.

Contact them via the web - they will dial into your lappie and fix it for you, it's pretty painless. When I changed motherboards I had to do that and it took a while because I run three monitors and he could only see the one in the middle - and the start button / taskbar is on the one on the left so I had to open every app he wanted to play with.
Other than that, it wasn't too bad at all, as long as you have a CoA handy.

seems odd if there is no slmgr.vbs, perhaps need to chdir to the windoze/system32 or whereever they hide it? (search no resultata's??)
oh, and don't forget the "Run as Administrangler"

It's in the BIOS/UEFI, has to be a proper key.

It's no use, in it didn't fix the problem.
